In a city setting, Punisher has the edge. Rambo has the Edge in the jungle.
Let's say, to even this out, they are fighting somewhere in Brazil. Surrounded by jungle, with a concrete jungle city smack dab in the middle.

The gun-toting, crime-killing vigilante? or the gun-toting, war-machine?
Results: It was a close war between Punisher and Rambo. Frank Castle hunted John Rambo down to the beaches of Brazil as the Vietnam veteran was trying to unsee all the killin' he had done.
As the Punisher sniped from a distance, he was bitten on the neck by a malaria mosquito. His shot was just off, and like the crack of a whip, Rambo was alerted and back to his killing ways.
Rambo got his weapons together and headed into the jungle where Punisher pursued. After a long and tedious hunt, Punisher met a Burmese man under the sunbeamed canopy of trees. It was a long, tiring day of tracking. Before long the two men had become fast friends. They shared a pizza pop and coke on their jungle hunt. As the day wore on, Punisher and the Burmese man found an army issue jeep.
Punisher decided to take a quick nap in the driver seat while his Burmese friend kept a vigilant watch. But it wasn't enough as Rambo doubled back and snuck up on the two. Rambo cut off Punisher's friend's head. When Punisher awoke, Rambo ran off laughing as Frank Castle held the decapitated skull, and wiped away an anguished tear. It was at this point that Punisher decided it was time to go home and re-evaluate his life.
